This panel discussion features presentations by four scholars who have published in the recent Policy Forum in the Journal of Human Development and Capabilities on SDG localisation. The discussion will challenge the traditional “top-down” dichotomy in implementing the SDGs, highlighting that to fulfill the 2030 Agenda for Sustainable Development, it is essential to translate the SDGs into national and local policy initiatives. The incorporation of participatory approaches in this process is vital in ensuring collective action and democratic participation. The authors highlight how participatory approaches have been utilised in implementing the SDGs in a local context.

Children´s Participation in the 21st Century in Different Regions and in Times of Pandemic
This webinar is dedicated to the analysis of the different ways of seeing the participation of boys and girls in different regions of the planet during the time of the pandemic. The first presentation conducts a review of the participation of children in South America from the perspective of the CA, considering that in the history of South America participation plays a major role trying to resolve injustice and inequalities. The second presentation suggest that the CA would benefit from integrating a concept of participation as presented in the work of Freire and that in turn the CA can be a framework for the elaboration of methodologies and approaches in line with such concept. The third presentation explores the ways in which the CA used in combination with critical pedagogy can enable children from high poverty neighborhoods in Scotland to engage in deep thinking and active involvement on shaping the policy decisions and social programs that concern them. The fourth presentation reflects on the COVID-19 pandemic in Italy, where all schools and universities were closed and distance learning was adopted; preliminary results show that the drastic reduction in relational capabilities has severely impacted on children´s mental health and capabilities to participate.

In post-1994 South Africa, history continues to disfigure the social fabric and educational landscape. Slow-paced and uneven transformation, as well as challenges of power and voice, wealth, race and gender inequalities shape the day to day reality of the country. Public universities, too, face these challenges. Yet, with over 1.2 million students, universities can foster critical ways of thinking about challenging issues, enabling us to reimagine and reinvent possibilities and to co-construct knowledge. This webinar, organized by the Participatory Methods Thematic Group, focuses on youth at one South African university as storytellers. The members of the Youth Voices team will bring different biographies and varied experiences of voice, inclusion, and marginalisation through their visual individual and collective narratives.

In these times of the pandemic, for us as academics, researchers and practitioners who are carrying out our work using participatory approaches, the lockdowns, restrictions on travel, connectivity problems, and the declining availability of stakeholders has serious implications for the quality and the validity of the participatory inquiries and outcomes of our projects.
Through this discussion, we wish to create a collective learning space to come out with options and alternatives that could be adopted to stay true to the principles and processes of participatory research in the pandemic era. What are the frameworks within the capability approach that enable us to understand the present crisis through participatory research? What have been the lived experiences of the researchers in taking forward their participatory work? Is there scope for methodological negotiations and alternatives that could be recommended for participatory researchers to be able to do justice to their research agenda and objectives?
