The capability approach goes to town: urban capabilities and lessons from applications

Anand, Prathivadi (2019). 'The capability approach goes to town: urban capabilities and lessons from applications' Paper presented at the annual conference of the HDCA 2019, London, UK.

Abstract

Applying the capability approach to urban complexities and policy issues has been an important development in recent period. This panel brings together three papers one from Glasgow, one from smart cities in Asia and Africa and one from Sierra Leone. All three papers apply the capability approach to examine and understand the challenges of sustainable urban development and urban governance from the vantage point of the capability approach, clarification of functionings and capabilities as well as the interaction of agency freedoms and well-being freedoms, the role of conversion factors, and consequences of these analytical concepts to researching urban public policy. We use mixed methods and evaluative approaches to examine multi-dimensional nature of urban policy space and examine some of the key issues for dealing with inequalities, environmental quality issues and land and housing challenges.
