2024 HDCA Conference – Kolkata, India

Home Page

September 24-26, 2024

Hosted by the Pratichi (India) Trust, the Institute of Development Studies Kolkata (IDSK), and Health Information Systems Program (HISP)

“Crises, Capabilities and Commitment”

The 2024 HDCA conference has special significance as 2024 marks the 20th anniversary of the founding of HDCA. The conference is being held in Kolkata, West Bengal, India – home of the first HDCA president, Professor Amartya Sen. The conference theme of Crises, Capabilities and Commitment has been chosen because the inter-linkages between these three ideas require in depth discussion.

Many multi-faceted crises assail us. Some are global in scope, linked with the assault on our environment, violent conflicts, pandemics and humanitarian challenges. Some crises emerge from episodic events. Others emerge less dramatically linked with a backlash to transformations in social relations, or technologies. Crises, both episodic and cumulative, reveal deep inequalities in capabilities. Crises may be associated with both ‘loud’ and ‘silent’ capability deprivations, in areas such as education, health, disability, political participation and wellbeing. The immediate and visible fallout from crises may precipitate further inequalities in capabilities linked to loss of income and employment, inequity, food insecurity malnutrition, and polarization between groups. The conference will be a setting to discuss the forms of commitment needed to analyze and address many interlinked crises and their stress on capabilities.

The session provides an overview of direct survey methods used to measure human capabilities explicitly. It covers published work in a range of high income countries as well as an evaluation of a female empowerment program from Northern India analysed with the World Bank. The emphasis is on the development of appropriate questions to assess capabilities in health and across the life course. A range of analysis tools have been used but the presentation does not require any specialist knowledge of such techniques. About one third of the session will be given over to questions and discussion from participants.

11:00 – 13:00
Human Development 2024 Report Launch (Chair Heriberto Tapia HDRO)

The United Nations Development Programme’s (UNDP) Human Development Report Office (HDRO) and Human Development & Capability Association are convening a consultation to inform the 2025 Human Development Report (HDR). Rather than producing a one-off product, the Human Development Reports act as a broad global platform, bringing together multiple and diverse networks of policymakers, thought leaders, academics, CSOs, NGOs and other stakeholders in deliberation, knowledge-sharing, and innovation.

The 2025 Human Development Report (HDR) is part of a trilogy of reports that looks at a new uncertainty complex comprised of intensifying polarization, destabilized planetary systems, and expanding societal transformation driven by digitalization, including more powerful and far-reaching artificial intelligence (AI) applications. HDR 2025 examines human-machine interactions through a people-centered approach, emphasizing the central role of culture, ideas, knowledge, and information for human development. Our epistemic landscapes are being reshaped by innovative technologies, creating unprecedented challenges and opportunities. Navigating this new context in a way that expands capabilities and agency will shape the course for human development for the next decades.

Kuklys Prize

The Kuklys prize is annually awarded at the HDCA conference for the best conference paper written by a graduate student. Normally the same person can only win the award once. The Kuklys Prize is aimed at promoting the work of graduate students in the field of human development and the capability approach. It is named in memory of Wiebke Kuklys, who, as an Economics PhD student at Cambridge University, advanced the capability approach by exploring the application of new statistical techniques. Wiebke studied in Germany, Chile, and England, and combined an open mind for new ideas with a concern for the most vulnerable people and she believed that high-quality research could contribute to making the world a better place to live in. Wiebke died in June 2005, at the age of 33, only a few months after receiving her PhD degree. Her dissertation was published posthumously by Springer under the title “Amartya Sen’s Capability Approach: Theoretical Insights and Empirical Applications.”

If you would like to be considered for the prize, please notify the Kolkata organizers at hdcakolkata2024@gmail.com by May 31. Full papers must be submitted by July 31.
