Non-Credit Summer Program: “Program Evaluation and Applied Policy Analysis”

Program evaluation has emerged as a major tool for improving public and private social programs at every stage of their operations. As a result, worldwide, it is used increasingly by all levels of government, nongovernmental organizations, funding agencies, and researchers. The ability to understand, describe, and critique program evaluations, and also to identify the policy implications of specific findings, has become a much sought-after skill for social welfare professionals.

The University of Maryland School of Public Policy is pleased to announce that it will offer a non-credit version of our public policy course titled “Program Evaluation and Applied Policy Analysis” where students will learn the tools of program evaluation. The course will be offered in partnership with the Economics Department at Université Paris 1 Panthéon Sorbonne, and run in tandem with the for-credit version, the details of which can be found here.

The faculty will be augmented by a number of guest faculty who are luminaries in the field of program evaluation:

  • Neil Gilbert, University of California, Berkeley;
  • David Myers, President and CEO, American Institutes for Research;
  • Anu Rangarajan, Senior Vice President and Managing Director, International Research Division, Mathematica Policy Research;
  • Stefano Scarpetta, Director of Employment, Labour and Social Affairs, OECD; and
  • David Seidenfeld, Vice President, International Research and Evaluation, American Institutes for Research

Course Summary

This course is designed teach the concepts of program evaluation. Course topics include the preparation of policy analyses, evaluation methodologies for identifying the counterfactual, assessment of causal validity in research publications, and methods for synthesizing research.

Course Schedule and Facilities

The course will meet daily (tentatively 9:30-13:00) Monday–Friday for two weeks from July 1 through July 13, 2019 at the Economics Department at Université Paris 1 Panthéon Sorbonne and the OECD.

Eligibility

The course is open to all policy practitioners, researchers, and academics interested in program evaluation.

Application Deadline

Applications are accepted until 23:59 on June 15, 2019. Students who register before April 1, 2019 benefit from a reduced fee. See more information below.

Course Cost 

Application Fee:                       50 USD

Enrollment Fee:                        75 USD

Non-credit program fee:             1,300 USD if applying by April 1

1,600 USD if applying by June 15

The program fee includes registration and administration, tuition, housing, course related activities, and teaching services. Participants are responsible for airfare, meals, and other incidental expenses.

Accommodations

In previous summers, participants stayed at the United States dorm on the campus of Cité International Universitaire de Paris. For the non-credit version, however, applicants are free to find their own housing.
