In Small Steps: Unaccompanied Minors and Active Citizenship

Migrations, and in particular those related to unaccompanied minors should not only be considered as flows to be monitored, but as complex phenomena that it is necessary to deeply understand their dynamics.

This publication resumes a fieldwork in several Italian cities, analyzing the relationships of these minors with the main stakeholders: communities, schools and the world of work.

From this research, various difficulties have arisen in  training on active citizenship these minors, both because of the shortage of human resources and the lack of adequate funding. Moreover, national and local legislation obstructs their effective integration with various bureaucratic cavils. The transition to the older age becomes very critical and the minors are at risk of isolation and of becoming clandestine.

The evidences of the data analysis were elaborated into a reflexivity process, which aims to define a theoretical framework for the elaboration of an educational proposal on active citizenship. According to Amartya Sen, for enhance the human well-being it is necessary that everyone could act their capabilities.

Thus, in this publication, it is promoted a training for the empowerment of the personal capabilities not only for unaccompanied minors, but also for the operators (educators, social assistants, teachers, volunteers), who take care of them, to endorse the sustainability of the active welfare in the global village.
