Turning complex conceptual frameworks into operational applications imply a series of methodological decisions that are not free of challenges. The capability approach is far from an exception. This third webinar of the series on measuring multidimensional well-being reflects on some of these methodological challenges, in close connection with themes from previous webinars in the series. This webinar will host an open conversation with Dr. José Manuel Roche, drawing also on questions from the audience.

Some of the guiding questions during our conversation will include: What are the most common measurement approaches used in the capabilities approach, and what are the pros and cons of different methods? When it comes to creating metrics of multidimensional well-being, what are the key methodological decisions behind aggregation, and how do different methods approach them?  As a related formal issue, how do measurement applications deal with ‘values’ in different stages of measurement, for example in the choice of evaluation space, unit of analysis, dimensions, choice of indicators or weights, and how can different purposes or contexts affect the justification for different measurement applications? And finally, what does the reality of shortcomings of available data entail for the methodological choices in practical applications of the capability approach?

Speaker Bio

José Manuel Roche (Dr.) is an independent researcher and consultant in International Development. He has held various research and advisory roles for international agencies (including the World Bank, UNDP, UNICEF, ECLAC, Asian Development Bank), international NGOs (Save the Children, Care, Oxfam, World Vision and United for Global Mental Health) and national governments (Colombia, Venezuela, Egypt, Chile, Brazil, Indonesia, Bhutan and Malaysia).

As a Chevening Scholar, José Manuel completed doctoral studies from the University of Sussex. His doctoral work was awarded the 2007 Wiebke Kuklys Prize from the Human Development and Capability Association (HDCA). He has been a lecturer and taught various undergraduate and postgraduate courses in the University of Oxford, University of Sussex, University College of London among others.

            José Manuel has published widely including co-authoring the book "Multidimensional Poverty Measurement and Analysis" published by the Oxford University Press and a series of articles in peer reviewed journals including: World Development, Journal of International Development, Journal of Human Development and Capabilities, Social Indicators Research and Work, Employment and Society.
